Movie site needed

This one is stretching even my l33t library skillz.

I want to obtain (purchase, borrow, Torrent) a copy of an obscure Canadian film from 1991. Besides emailing the production company to enquire, what other sources should I be searching? So far, I have not found evidence that it has been released on either VHS or DVD.

Potentially, http://www3.nfb.ca/index.php -- the National Film Board of Canada finances a lot of Canadian Content, they may have an archive.
