Sanibel Flats, by Randy Wayne White.
Former government agent retires to Sanibel, Florida in search of a separate peace, and does not find it. Apparently (just checked Amazon to get the author's full name and found that) it's one of a series about the same protagonist, Doc Ford - I've no idea where in the series this fits. Recommended beach reading in the "government agent thriller" category, even though I thought the last 10 pages should've been omitted because they tied things into too neat a package.
